It has a range of about 15 feet and if a perp gets some in the eye, they won't be doing much any time soon. I hear it often requires one to go to the hospital for assistance, too.
Multi-tools are generally inconspicuous and ignored as weapons by the average person. But I have a small multi-tool with a hammer head on one end and and locking knife blade on the other. With the knife open, it's a hitting/slashing beast. Yet I can carry it openly in a belt sheath and nobody notices.

Be careful with swinging a padlock as a weapon. You can be charged with using it as a slungshot, mace or similar type illegal weapon.
